Since 3 July 2026, the use of the Tanker Shipping Attestation of Unloading version 2026 is mandatory. Version 2024 has hereby been revoked.

Background

With this memo, we would like to inform you about an update to the Attestation of Unloading Tanker Shipping (version 2026). The update exclusively affects Part 4: "Deposit and reception of vapours at a reception station", where a measurement report has been added as a mandatory attachment to the attestation of unloading. The CDNI website states that the new version must be used from 3 July 2026. The Attestation of Unloading version 2024 will hereby be revoked.

CDNI meaning and goals

The Convention on the Collection, Deposit and Reception of Waste on the Rhine and Inland Waterways (CDNI) aims to protect the environment, and in particular the water quality. The attestation of unloading is the central document with which all participants in the transport chain (charterer, consignee/handling facility, carrier) demonstrate that they comply with the stipulated obligations.

What has changed?

For a standard unloading operation without cleaning or degassing activities, nothing changes. The core of the revision lies in Part 4: degassing at a reception station. After degassing, the measurement results must be added as a mandatory attachment to the attestation of unloading.

Part 4 — Declaration by the reception station concerning deposit and reception of vapours

In the 2024 version, question 18 consisted of one line with one check mark and the following explanation: "The degassing has been carried out in accordance with the standards for degassing set out in Appendix III(a) of the Implementing Regulation. The concentration of vapour measured was lower than the permitted maximum (AVFL)."

In version 2026, Part 4 of the attestation of unloading, question 18, three items must now be confirmed:

1. The degassing was carried out under the responsibility of the operator of the reception station.
2. The measurement results are recorded in a measurement report (Annex 1 to the Tanker Shipping Attestation of Unloading).
3. The measurement report is signed by an independent ADN expert (a person who has no connection with the degassed barge) or another person designated by the competent authority, and this is done on the instructions of or on behalf of, and in each case under the responsibility of, the operator of the reception station.

Measurement method unchanged

Although the measurement method has not changed, the explanation regarding gas measurements at question 18 has been adjusted. Instead of the procedure for gas measurement, there is now a direct reference to the CDNI Convention, Appendix IIIa (degassing standards), point B.

Measurement report — Annex 1

The measurement report is a mandatory part of the attestation of unloading when degassing takes place at a reception station. It confirms that the measured vapour concentration of each degassed cargo tank upon departure from the reception station is below the substance-related AVFL (Accepted Vent Free Level).

Items to be recorded in Annex 1:

• Date, time and outdoor temperature
• Location/position and name of the reception station
• Name of the barge and ENI number
• Degassing started and completed (date and time)
• Product and UN number
• The time at which the substance-related AVFL is reached
• For each cargo tank (port side/starboard side/centre): the first measurement (time and measurement result in % LEL) and the final measurement (time, tank top measurement and tank bottom measurement in % LEL)

Guidance: during the first measurement, only values below the AVFL are recorded. The second definitive measurement serves as confirmation and must be performed 30 minutes after the first measurement.

• The measuring instrument used and the measurement method (catalytic meter, infrared meter or other) and the date of the last calibration
• Name and signature of the independent ADN expert or other designated person

Summary and advice

The use of the Tanker Shipping Attestation of Unloading version 2026 has been mandatory since 3 July 2026. Version 2024 may no longer be used. The most important change concerns Part 4: for degassing at a reception station, a signed measurement report (Annex 1) is now required, in which the measurement results are recorded per cargo tank. This report is signed by an independent ADN expert under the responsibility of the operator of the reception station. The measurement procedure itself remains unchanged. Parts 1 through 3 of the attestation of unloading are to be completed as you are accustomed to.

We advise you to check whether version 2024 is still being used within your organisation and to replace paper sets, pre-printed forms and digital templates with version 2026.
